The deck revolves around The Tenth Doctor's ability to suspend cards from the top of the library whenever you attack, building up a board full of suspended cards and permanents with time counters, which then supercharges Rose Tyler into a massive attacker as she accumulates counters equal to all those suspended cards and time-countered permanents. The deck accelerates this engine through time manipulation effects that add and remove counters, bringing suspended spells online faster or resetting them for repeated use, while also leveraging the cascade of free spells that suspended cards naturally provide. The primary win condition is an infinite storm loop using Rousing Refrain alongside The Tenth Doctor's attack trigger, generating unbounded spell casts that can overwhelm opponents.
