Hakbal of the Surging Soul leads a Merfolk tribal deck that uses the explore mechanic to simultaneously grow the board through +1/+1 counters and accelerate land drops, generating continuous value at the start of each combat. The deck floods the board with increasingly large Merfolk, leveraging tribal lords and counter-doubling effects to make the team enormous, then wins through combat using unblockability granted by islandwalk, Herald of Secret Streams making counter-laden creatures unblockable, and mass evasion. Card advantage engines tied to combat damage, landfall triggers, and explore results ensure the deck rebuilds and refuels quickly, while Wave Goodbye and similar bounce effects punish opponents who lack counters on their creatures.
