Sisay, Weatherlight Captain serves as both the engine and the win condition, using her activated ability to chain legendary permanents onto the battlefield one after another, each new legendary making her more powerful and enabling her to find even higher-cost threats. The deck is built around an overwhelming density of tutors — targeting creatures, enchantments, artifacts, lands, instants, sorceries, and even cards from opponents' libraries — to assemble the right legendary permanents quickly while also ensuring consistent mana development through extensive land search effects. Once Sisay reaches sufficient power, typically through two or more multicolored legendary permanents in play, she can essentially search up any legendary threat each turn, culminating in massive legendary creatures, planeswalkers with game-altering ultimates, and battlefield control that the opponents cannot overcome.
