Hei Bai, Forest Guardian leads a Shrine-centric enchantment deck that assembles as many legendary enchantment Shrines as possible to scale up a suite of powerful upkeep and main phase triggers — dealing damage, draining life, drawing cards, generating tokens, and producing mana, all multiplied by Sanctum of All when six or more Shrines are in play. The deck uses flicker effects to repeatedly blink the commander and other enter-the-battlefield creatures to find and deploy more Shrines faster, while mana enchantments like Sanctum Weaver and Faeburrow Elder convert the dense enchantment board into explosive mana. The win is achieved through the cumulative pressure of all Shrine triggers firing simultaneously each turn, overwhelming opponents with life loss, token floods, and direct damage.
