What is a Bracket 1 Commander deck?
Bracket 1 is the Exhibition tier. The deck exists to do a thing, not to win: group hug, a tribal theme nobody supports, every card with the same artist. It is the only bracket that bars extra turn cards outright, and it expects no game changers, no mass land denial and no two-card combos.
How is Bracket 1 different from Bracket 2?
Bracket 2 decks are trying to win, just slowly and fairly. Bracket 1 decks are not really trying to win at all. A precon is Bracket 2 out of the box; a Bracket 1 deck is usually something someone built deliberately around a restriction.
